WhatsApp is where Indian customers already read their messages, so it is no surprise that more businesses want to run offers, reminders and follow-ups there. The first question is always the same: what is the WhatsApp marketing cost in India, really? The answer is not one number. You pay Meta for each message, you pay for software to send and manage them, and there are a few costs most first-time budgets miss.
This guide breaks the bill into its parts using Meta's own India rate card effective 1 October 2026, shows what popular software plans cost, and works through three monthly budgets for a local business, a growing brand and a high-volume sender. By the end you will know what to budget and where the money can be saved.
Transparency note: CodeBase Coders makes ConverseIQ, one of the platforms priced below. Every figure for other providers comes from their own pricing pages, and all prices are before taxes.
The Short Answer
- Meta's charge per message to Indian numbers: ₹0.8631 for marketing, ₹0.115 for utility and authentication, and ₹0.115 for service replies after the first 1,000 free each month per number.
- Software to run campaigns, a team inbox and a chatbot: in India, entry plans start from about ₹1,200 to ₹3,000 a month depending on the provider.
- A typical small business sending a few hundred campaign messages a month can run WhatsApp marketing for around ₹2,000 a month. A growing brand messaging thousands of customers may spend ₹8,000 to ₹10,000, and high-volume senders much more, mostly on Meta's marketing charges.
What Makes Up the Cost
- Software plan. WhatsApp marketing needs the WhatsApp Business Platform (the API), which you use through software: a shared inbox, broadcast tool, chatbot and CRM. This is a fixed monthly or yearly fee.
- Meta message charges. Meta bills every delivered template message by category and the recipient's country. Some providers pass these on at cost; some add a markup.
- Getting opt-ins. You may only message people who agreed to hear from you. Building that list costs something: Click-to-WhatsApp ads, a website widget, QR codes in store or on packaging.
- Setup and people. Business verification, message templates, a chatbot, integrations with your store or CRM, and someone to reply to the conversations campaigns start.
The free WhatsApp Business app does not need most of this, but it is built for one person chatting by hand. If you are unsure which you need, read our WhatsApp Business App vs API comparison first.
Meta Message Charges in India (2026)
Meta charges per delivered message. Messages customers send you are free, and a message that fails to deliver is not charged. Rates for Indian numbers from Meta's INR rate card, effective 1 October 2026:
| Category | What it is for | Rate per message (India) |
|---|---|---|
| Marketing | Offers, launches, festive sales, cart reminders, re-engagement | ₹0.8631 |
| Utility | Order and shipping updates, payment and appointment reminders | ₹0.115 |
| Authentication | One-time passwords and login codes | ₹0.115 |
| Service | Your replies within 24 hours of the customer's last message | First 1,000 a month free per number, then ₹0.115 |
Three rules matter for your budget:
- Replies are not all free any more. From 1 October 2026 Meta charges service messages after the free 1,000 per number each month, and utility messages sent inside an open service window are charged too.
- Click-to-WhatsApp ads open a free window. When a person messages you from a Click-to-WhatsApp ad on the Android or iOS app and you reply, Meta's free entry point window may stay open for up to 7 days, and your messages to that person in that window are free.
- Utility and authentication have volume tiers in India, so the per-message rate can drop as your monthly volume grows. Marketing does not.
Which Messages Cost What: Examples
| Message | Category | Meta charge |
|---|---|---|
| "Diwali sale: 20% off this weekend" | Marketing | ₹0.8631 |
| "Your order #4521 has shipped" | Utility | ₹0.115 |
| "Your appointment is tomorrow at 11 am" | Utility | ₹0.115 |
| "Your login code is 482913" | Authentication | ₹0.115 |
| Answering a customer's question about sizes | Service | Free within the monthly 1,000, then ₹0.115 |
| Your reply to someone who came from a Click-to-WhatsApp ad | Any | Free inside the free entry point window |
Meta decides the category from the template's content. A promotion written as an "update" is still marketing, and Meta can re-categorise it, so price campaigns at the marketing rate.
WhatsApp Marketing Software Prices
Software is the part you choose. Prices below are each provider's own list prices for India; check their sites for current offers.
| Platform | Entry plan | Notes |
|---|---|---|
| ConverseIQ | ₹1,200 a month (₹12,000 a year) | Made by CodeBase Coders. Team seats included, 15-day free trial, CRM from ₹1,200 a month or WhatsApp + CRM bundle from ₹2,400. |
| WATI | Growth ₹2,999 a month, or ₹2,199 a month billed annually | Prices as listed on 22 October 2026. |
| Interakt | Growth ₹2,799 a month plus taxes | Lists its own per-message rates, e.g. ₹0.958 per marketing message on Growth. |
Notice the last row: Interakt's published marketing rate of ₹0.958 is above Meta's ₹0.8631. Some providers add a margin to every message, which matters more than the plan price once you send in volume. Always ask: what will I pay per marketing message to an Indian number?

Three Monthly Budgets You Can Copy
These use hypothetical but realistic volumes, Meta's India rates and ConverseIQ's WhatsApp plans. Swap in another provider's plan price to compare.
1. Local business: clinic, salon or coaching institute
- 800 marketing messages (offers to past customers): 800 × ₹0.8631 = ₹690.48
- 400 utility messages (appointment and fee reminders): 400 × ₹0.115 = ₹46
- 900 service replies: free, within the monthly 1,000
- Software: ConverseIQ Starter, ₹1,200 (1K conversations/mo)
- Total: about ₹1,936 a month before taxes
2. Growing brand: D2C store or real estate developer
- 6,000 marketing messages (launches, cart recovery, site-visit invites): ₹5,178.60
- 3,000 utility messages (order updates, visit confirmations): ₹345
- 4,000 service replies: 1,000 free, 3,000 × ₹0.115 = ₹345
- Software: ConverseIQ Growth, ₹2,500 (10K conversations/mo)
- Total: about ₹8,369 a month before taxes
3. High-volume sender: multi-city brand or large catalogue
- 30,000 marketing messages: ₹25,893
- 15,000 utility messages: ₹1,725, possibly less with volume tiers
- 12,000 service replies: 1,000 free, 11,000 × ₹0.115 = ₹1,265
- Software: ConverseIQ Scale, ₹3,500 (50K conversations/mo)
- Total: about ₹32,383 a month before taxes
In every example, marketing messages are the largest line. The software is a small, fixed part of the bill once you send at scale.
WhatsApp Marketing Cost by Industry
What you spend depends less on your size than on your message mix. Businesses that mostly send updates and reminders pay far less per message than those that mostly send promotions.
| Industry | Typical messages | Main cost driver |
|---|---|---|
| Clinics and diagnostics | Appointment confirmations and reminders, reports ready, health camp offers | Mostly utility; low cost per message |
| Coaching and schools | Fee reminders, class and exam alerts, admission campaigns | Utility all year, marketing during admissions |
| D2C and e-commerce | Order and delivery updates, cart recovery, sale launches | Marketing campaigns; utility for every order |
| Real estate | Project launches, site-visit invites and confirmations, follow-ups | Marketing to leads; many service replies |
| Restaurants and salons | Booking confirmations, offers to regulars, feedback requests | Small volumes; plan price matters more |
| Finance and insurance | OTPs, payment and renewal reminders, policy updates | Authentication and utility at volume tiers |
If most of your messages are utility, a cheaper plan and Meta's ₹0.115 rate keep costs low even at high volume. If you rely on promotions, budget mainly for marketing messages and put effort into targeting.
Questions to Ask Before You Pay
Before you choose a WhatsApp marketing provider, get clear answers to these. They decide your real monthly cost far more than the headline plan price.
- What will I pay per marketing, utility and service message to Indian numbers? Is that Meta's rate, or does it include your margin?
- How many team members are included, and what does each extra seat cost?
- Are there limits on contacts, conversations, broadcasts or automations on my plan?
- Is the chatbot included, and is AI an extra charge?
- How are Meta's charges billed: to my own payment method, or through your wallet with top-ups?
- Can I connect my CRM, store or Google Sheets, and is that included?
- Is there a setup fee, and who creates and submits my templates?
- What happens to my number, contacts and chat history if I leave?
A provider that answers all eight in writing is easier to budget for. We publish ConverseIQ's plans, limits and trial terms on the ConverseIQ page for exactly this reason.
Costs Most Businesses Forget
- Per-message markup by the provider, on top of Meta's rate.
- Extra team seats on plans that limit users.
- Building the opt-in list: ad spend for Click-to-WhatsApp campaigns, or time to collect consent in store and at checkout.
- Setup work: Meta business verification, templates, chatbot flows and connecting your store, CRM or booking system.
- People: campaigns create conversations, and someone has to answer them quickly.
- Taxes: all prices in this guide are before taxes.
- Wasted sends: messages to people who no longer care cost money and hurt your quality rating.
How to Lower Your WhatsApp Marketing Cost
- Use the right category. Order, payment and appointment updates are utility messages at ₹0.115, about a seventh of a marketing message. Do not send them as promotions.
- Segment before you send. A campaign to 2,000 interested buyers costs a third of one to 6,000 people who mostly ignore it, and performs better.
- Use Click-to-WhatsApp ads well. Conversations they start come with Meta's free entry point window of up to 7 days.
- Let a chatbot handle routine replies. It answers prices, timings and order status instantly, so your team spends time on buyers.
- Pick a provider without per-message markup, or at least compare the real rate per message.
- Watch quality. Fewer blocks and reports mean you keep your messaging limits and do not waste sends.
When a WhatsApp Chatbot Pays for Itself
Campaigns create conversations. If every reply needs a person, your biggest hidden cost becomes staff time, not Meta's charges. A chatbot helps when the same questions arrive again and again:
- Prices, timings, locations and availability that a menu or a short flow can answer instantly.
- Order and booking status, pulled live from your store or booking system.
- Lead qualification: budget, location, product interest and preferred call time collected before a salesperson steps in.
- After-hours enquiries that would otherwise wait until morning and go cold.
The bot's replies are still Meta service messages, so they use your free 1,000 a month first and cost ₹0.115 each after that. The saving is in people's time and in faster answers that turn more enquiries into sales. ConverseIQ includes a chatbot flow builder and an AI assistant that answers from your own knowledge base; for custom flows connected to your systems, see our WhatsApp and AI chatbot development and AI chatbot cost guide.
Platform or Custom Build: Which Costs Less?
For most businesses a ready-made platform is cheaper: you pay a monthly plan instead of building an inbox, broadcast tool and chatbot yourself. A custom build makes sense when WhatsApp has to work deeply with your own systems, for example a real estate CRM, an ERP or a booking engine, or when you need workflows no platform supports. You still pay Meta the same message charges either way.
A middle path is common: run campaigns and the inbox on a platform such as ConverseIQ, and have developers connect it to your other software through its API. For custom work, see our integration services, custom CRM development and the CRM development cost guide.
Is WhatsApp Marketing Worth the Cost?
It depends on what one customer is worth to you. A useful test: divide your monthly WhatsApp budget by your average profit per sale. If the local business above spends about ₹1,936 a month and earns ₹1,000 profit per new patient or student, two extra customers a month cover it. Track results honestly: replies, leads, bookings and sales per campaign, not just messages sent. Platforms with a built-in CRM make this easier, because every chat becomes a lead you can follow to a sale.
How to Estimate Your Own Budget
- Count the opted-in contacts you will actually message each month.
- Split your messages into marketing, utility, authentication and service.
- Multiply each by Meta's rate; remember the first 1,000 service messages per number are free.
- Add your provider's plan, and any per-message markup.
- Add opt-in costs (ads, widget, QR) and setup work.
- Review after the first month and move spend to what produced replies and sales.

Conclusion
The WhatsApp marketing cost in India comes down to four things: Meta's per-message charges, your software plan, building an opted-in list, and the setup and people to run it. From 1 October 2026 Meta charges ₹0.8631 per marketing message and ₹0.115 for utility, authentication and service messages beyond the free tier, so the biggest savings come from sending the right category to the right people. A small business can start for around ₹2,000 a month; growing brands should budget mainly for marketing messages. Compare providers on the real rate per message, not just the plan price.
